How much RAM have you set for your ImageJ  (EDIT > Options > Memory & Threads) ? 
If you want to open the whole 7 Gb file, it should be (at least) more than 8 GB even 12GB (if you computer can offered it)

Alternatively, you could use the virtual stack option, just to verify if bio-formats can read all the slice.

Hi everyone,

using the NIS Elements software we recorded stacks of images (time lapse, interval: 100ms, duration: 2 min, Loops: 1201; 1 position, 1
channel) which resulted in .nd2-files bigger than 7GB.

Bioformats 5.9.1 does not open the complete stack, there are obviously images missing from the end of the stack (NIS Elements still opens the whole time lapse). Even though the files are bigger than 7GB, ImageJ only indicates 2GB but does not respond with an error message (screenshots in appendix). There do not seem to be problems with files smaller than 2GB.

I am working with Windows 10, ImageJ 1.52e and Java 1.8.0_66 (64-bit).
