The first thing I would suggest looking at are the SCons log files in
components/tools/OmeroCpp; these may provide more detailed information
about the specific cause of the failure.  If you want to attach them, we
can take a look as well.

One thought is that if you have both 32- and 64-bit versions of the Ice
library (or any other dependencies), this may result in a failure to
link 32- and 64-bit code.  If so, this should show up in the logs.
