Here, the problem is that OMERO is not running and listening on port 4064 as it should. Did `bin\omero admin start` complete successfully? What does `bin\omero admin diagnostics` return?

Is that the name of the Windows user? `bin\omero login` tries to guess a username on your first login. You should probably try `bin\omero login root at localhost` once the server is running.
