Gah, that may not help, sorry. I just fired up a Debian 10 snapshot
system in our OpenStack environment and Insight 5.4.10 still connects to
demo just fine for me with "OpenSSL 1.1.1c  28 May 2019" and both,

OpenJDK Runtime Environment (build 11.0.3+1-Debian-1)
OpenJDK Runtime Environment (build 1.8.0_212-8u212-b03-2-b03)
