[lm-announce] Light Microscope Filesystem upgrade

The Light Microscope Filesystem will be offline next Tuesday from 07:00
to 09:00 (the 14th of July) to apply a custom update from IBM to fix an
issue that we have had that can causes the file system to get "wedged".

The fix resolves the problem that caused the Light Microscope Filesystem
to be offline for extended periods at the end of May.
