I like 3 so you have a single setup to do during installation for all 
defaults. The local.property stuff (4) seems redundant to me.
Then order could be 1 (or 2? Never clear to me) then 3 (and/or 4) so you 
can override locally the ICE location without affecting the others. 
Useful? I don't know.
