Hi Jost 

Depending on the type of actions you want to have 
it is possible to attach actions to the general toolbar (initialized at init time)
This toolbar manages various menus and items that agents can then access and display
e.g. if you want to add an action to most of the agents, you should probably do it there.
This class and related ones are in the env.ui package.
