[ome-users] ERROR: Could not import omero.cli! (No module named Ice)

I notice you are in a virtualenv, did you create it with
--system-site-packages? By default it will not so the Ice modules installed
to the system site-packages will be missing.

Recreating the virtualenv with that option would fix that.
