155.198.147.148 is your server and that it is not the machine you're 
running the client on correct?

If so, then I'd suggest you check the firewall settings of your hosts 
and secondly toss the output of "netstat -an" on 155.198.147.148 up 
here. It's possible our universal bind settings are not being adhered to 
on Windows.
