[ome-users] Instrument management

This is Bug 532. It's fixed in HEAD, but not in 2.4.0. I don't think I 
can commit to the 2.4.0 branch on cvs because too many files have moved 
around in the codebase, and cvs doesn't handle file moves very well. 
The fix will be coming out in the upcoming release. If you need it 
before then, the list of affected files are in the third comment on 
this page:
	http://bugs.openmicroscopy.org.uk/show_bug.cgi?id=532
You can pull those changes in yourself.

If you are not running a production server, you may want to also 
consider getting the most recent code from cvs. It is reasonably 
stable; we have been running it on a deployed server here for a few 
months.
