[lm-announce] Light Microscope Filesystem upgrade

Having resolved the installation issues that forced last weeks upgrage
to be postponed, the Light Microscope Filesystem will be offline
tomorrow from 07:00 to 09:00 (the 21st of July) to apply a custom update
from IBM to fix an issue that we have had that can causes the file
system to get "wedged".

The fix resolves the problem that caused the Light Microscope Filesystem
to be offline for extended periods at the end of May.
