[ome-users] Initialize the OMERO database

The "DeleteService SUCCESS" followed by the error message means that
the Windows service was properly installed and running, but that OMERO
never started properly, almost certainly due to errors in 4.0.0.

P.S. I'm going to respond to several emails in this thread though I'm
very late to the game. They're just for clarification, since it seems
that 4.0.1 has cleared up most of the issues.
