[ome-devel] create project for another user in OMERO.web

Hi,

I have found that the root user can not create new project for another user
from OMERO.web. However, the root user can create new dataset under
existing projects for another user. Is this the design of OMERO? Would it
be possible to allow root user to create new project for another user in
OMERO.web?
